Revelation of Iran’s Proxy Naval Terror Structure

IRGC Quds Force’s latest terrorist activities exposed by NCRI-US

On February 2nd, in a press conference by the NCRI US Representative office information was revealed about the formation of proxy naval units by the IRGC-Quds Force. The Quds Force, the IRGC’s extraterritorial arm for terrorism, has been recruiting mercenaries for newly created, armed and trained terrorist units to attack ships and maritime targets in the region.

After Qassem Soleimani was eliminated in January 2020, IRGC’s ability to directly intrude in Iraq, Lebanon and Syria has been on the decline. To compensate for this failure, they have turned to intervention in Yemen, especially escalating naval terrorist activities and threatening the international shipping on its shores.
With money and fundamentalist propaganda, the Quds Force recruits mercenaries through its operating bases in different countries and then dispatches to its centers in Iran for training. This same method is used for proxy naval units.
In the past, the Quds Force Training Directorate had a naval training group which provided basic training, such as diving and sailing, to mercenaries. More recently the IRGC has formed the Quds Force Naval Unit in the context of the expanding terrorist activities by proxy forces in Iraq, Yemen, Syria, Palestine, Lebanon, and several African countries. This Unit provides specialized (commando) training and forms operational units to conduct naval warfare. The mercenaries are then dispatched to their home countries to form proxy naval units.
In the conference it was revealed that the primary location for naval commando training for these proxy naval units is called the Khamenei Academy of Naval Sciences and Technology in Ziba Kenar on the Caspian coastline in Gilan Province. Detailed information was explained about the training courses and the Persian Gulf islands being used for maritime training for IRGC-QF mercenaries, the training complexes, and how weapons and missiles are stockpiled in Qeshm Islands underground facilities.
Many terrorist operations in this region targeting foreign and Arab ships have been carried out by these proxy naval units. This is how the Iranian regime covers its tracks, and pursues its agenda under the shadow of the Houthi war in the region.
Since Ebrahim Raisi took office since August 2021, Tehran has escalated its maritime terrorist operations using its foreign mercenaries, especially the Houthis of Yemen. The NCRIUS conference underscored the importance of accountability for the regime’s terrorist operations, and killings at home, lack of accountability and continued offers of concession by Western countries, embolden Tehran to escalate mayhem in the region.
It was stressed that irrespective of the nuclear agenda and P5+1 negotiations, there needs to be accountability for Iran’s proxy war in the region, its terrorism, its development of ballistic missiles, and its egregious violations of human rights and suppression of Iranian citizens and protesters.
By carrying out such a game, Tehran intends to extend hegemony in the region through the terrorist activities of the naval units to cover its fundamental weakness inside Iran. Since December 2017, there have been eight major uprisings, as well as successive protests by various sectors of Iranian society urgently desiring fundamental change.

International Committee In Search of Justice (ISJ) was initially formed in 2008 as an informal group of EU parliamentarians to seek justice for the Iranian democratic opposition. In 2014 it was registered as a non-profit NGO in Brussels expanding its membership beyond elected parliamentarians to former officials and other dignitaries with an interest to promote ​​human rights, freedom, democracy, peace and stability.
